Recap

Leslie hosts the Parks and Recreation department from Pawnee's sister city of Boraqua, Venezuela.  Their department head, Raul (Fred Armisen) is extremely insulting towards Leslie and Pawnee.  She initially takes it but eventually stands up to them.  Raul admits it's because he's jealous that one of his colleagues has gone to their sister city of Miami is having a great time.  He hands Leslie a check for $35,000 the remaining amount to fill in the pit and build a park.  When Leslie finds out the money comes with conditions and she must build a statue to Chavez in the park, she tears it up.

Meanwhile, Raul and his goons assume Tom is a servant and give him money to run errands.  He ends up giving all the money towards Leslie's fundraiser for the pit.  Good guy.

Oh and April finds an admirer in Raul's intern frm Venezuela, while the other guys all love Donna.  After the credits, we see that April and Donna went out there.
