Madam Secretary Season 6 Episode 4 revolves around a bill to improve mental health services for veterans.

After Elizabeth awards the Medal of Honor to Major Brad Jenkins, Henry invites Jenkins to speak at the Veterans Affairs Committee meeting about a bill to improve the VA's services. However, when they arrive for the meeting, they learn that it was canceled. Jenkins is angry and storms off. Henry is angry too and learns from Peeples, the head of the committee, that Morejon ordered the cancellation.

Henry goes to see Morejon against Russell's advice and learns that Morejon has reservations about the bill. Later, he has a long conversation with Jenkins and tells Elizabeth that Jenkins is extremely passionate. Elizabeth vows to get the bill passed with or without Morejon's support.

The next day, Jenkins is on the way to a meeting and gets caught in a traffic jam. He has a PTSD flashback and ends up rear ending another car. When the driver accosts him, Jenkins gets on top of his car and won't come down, resulting in a tragedy.

Henry feels guilty about not seeing Jenkins' symptoms. He and Elizabeth have an honest talk about PTSD and then Henry reads Jenkins' words in front of the committee.

Meanwhile, Daisy is called before the Senate Intelligence Committee and Talia engineers a meeting between Stevie and Dmitri.
