Law & Order: SVU Season 21 Episode 1 revolves around a sexual predator who has the connections to make his crimes go away.

When Sir Tobias Moore rapes an immigrant named Pilar who is auditioning for him, the case appears to go nowhere. The new Bureau Chief -- who Carisi is now working for -- makes excuses not to prosecute this case and an attempt at a sting fails because Pilar fails to get an admission of guilt.

Worse yet, a retired judge is now acting as Tobias' lawyer, and when another actress comes forward with a story about being raped by Tobias, the next day the woman has a press conference and claims she and Tobias had a consensual affair.

SVU is desperate to put this guy behind bars, but it seems impossible, especially when security footage shows that the Bureau Chief went to a secret meeting with Tobias the day after Pilar was raped!

Olivia refuses to give up, however, and she has one more idea: get someone from Vice to go undercover and catch Tobias in the act.

Meanwhile, Carisi finds himself stuck between a rock and a hard place when his new boss expects him to give her heads-ups about what his old teammates are up to.
