Law & Order: SVU Season 17 Episode 13 deals with the rape of a woman who is a habitual drug user. Libby is barely able to walk or talk because she is drunk and high when three teenagers come across her in a cafe. The teens walk her out as another customer catches it with her phone camera. Later, the teens take turns raping her while the barely conscious woman screams. Neighbors watch from their windows but most turn out the lights or close the curtains.
Sonny, Rollins, Benson and Fin all investigate. Sonny is frustrated with the lack of concern on the part of the neighbors, while Rollins is angry at Libby. Libby has kids -- Rollins doesn't feel she has the right to mess up anymore.
While at the cafe trying to interview witnesses, Sonny runs into a woman he knows from his night school classes. She has the video footage of the boys taking Libby out of the cafe. Benson orders the footage sent to the media and a youth center director comes forward. She recognizes the boys. Two of them are bad news but the third one, Will, has been turning his life around. Will was a former prostitute so the cops go to the area he used to hook in and quickly arrest him.
Will insists he didn't hurt the lady. He is afraid to get in contact with his friends. Barba subpoenas the other kids' Twitter and Facebook accounts and finds out where they are dealing weed. After a chase, they are arrested and the apparent ringleader, Ronny, has another phone in his possession which was stolen from a woman who tried to call 911.
The woman, Maria, thinks calling 911 was a mistake as she got beaten up. However, she ID's all three kids in a lineup. Will's lawyer wants to make a deal as his client is a good kid who was a victim of sex trafficking, but Barba is not interested, nor is he interested in charging Ronny only with misdemeanor assault against Maria.
The case goes to trial and things do not look good for Libby. She can't remember anything, has a history of drug use, and neighbors are poor witnesses. Then Sonny finds another witness -- but he's an alcoholic who turns up at court drunk!
Meanwhile, Rollins looks forward to going back to work while Benson insists she's fine after her recent ordeal.
