Quarles starts looking into Raylan, Boyd, and finally the sheriff of Harlan County. He bribes the sheriff to allow him to sell oxy cheap, and to take out Boy Crowder.
Raylan starts investigating Quarles, but the FBI doesn't like it because they are investigating him and his pseudo brother, the son of the Detroit mob boss.
Boyd enlists an old friend of his to run for sheriff of Harlan to oppose the current sheriff, who is now in Quarles' back pocket.
Quarles and Winn find Gary Hawkins in Tulsa, Oklahoma.
