Certification by the ABS is voluntary. Most surgeons who want to work at reputable hospitals as attendings or fellows get board certification in their residencies because reputable hospitals tend to use that as a prerequisite.
It's up to the hospital's discretion whether or not they hire an attending or fellow without a board-cert. Doesn't mean they're 'unqualified' per se; you can still practice medicine and/or surgery without one, but it's difficult to get a position without it.

According to Jefferson, Emma had to "believe" for the magic to work, and perhaps in that second, she did allowing the at to create the portal and allow Jefferson to pass through, even if it was for an instant.
The other possibility is that the portal to the Enchanted Forest was opened and Jefferson passed through, but because of the curse still being activity, Jefferson was ripped away again to continue his cursed life in Storybrooke.

Also, if you note the "barrier" spell that Cora used on Regina is eeriely similiar to how the walls in the QoH's garden ensares those that step near it.
Plus there's just too much evidence that they've been subtlely placing that points to Cora being the QoH.

If you remember Hat Trick, the QoH was quite interested in knowing how Jefferson was able to enter Wonderland. It's probably that Jefferson eventually did make a Hat work and he and Cora traveled back to the Enchanted Forest. It would explain how Jefferson was cursed in Storybrooke.
It could also explain why Aurora's kingdom was "protected" from the full effects of the Dark Curse as Cora, as it has been shown so far, possesses that kind of power. Rumpel, Maleficient, and the Blue Fairy were cursed, so it could not have been them.
It was mentioned during the Cinderella episode; specifically how the cage was built in the mines. It could also be due to the Blue Fairy's magic binding Rumpel's magic when he signed the new contract with Ella.
It would depend. The Enchanted Forest is made up of many kingdoms: Snow/Leopold's, Charming's, Midas', Maleficient's, Aurora's, etc. Mulan didn't recognize her so it just might be that not every kingdom is aware of their monarchs.
Cora would definitely recognize Mary Margaret, and/or vice versa.
There may yet still be a connection with Cora's presence in the Enchanted Forest. I don't think her presence there precludes the possibility that she is in fact the Queen of Hearts: the evidence just keeps stacking up.
Her name, her symbols, her speech to Regina, the way she was absorbed into the looking glass [the same liquid effect when Jefferson traveled to Wonderland with Regina], Regina's attitude while she was in Wonderland evoking that all too personal connection with the QoH, the QoH's vault, and how out of everyone, the QoH stole Regina's father.
I'm not that surprised either given that Cora can use magic without a medium. The only other person that can do that is Rumpel/aka the Dark One. So far the only other fairy tale creatures that can do magic require a medium of some sort, either a wand or fairydust - even Maleficient routes her magic through her staff.
So given that only the Dark One has the ability to use magic in such a fashion, and that Cora is shown to do that as well, it seemed there had to be a connection even back in Season 1 whens she mentioned being a "miller's daughter".
Magic like that doesn't come without some kind of price.... or deal for that matter.
And this episode showed the three-pronged storytelling approach: current story in Storybrooke, current story in the Enchanted Forest, and flashback story in the Enchanted Forest.
So I watched "Hat Trick" right after I watched this episode, and I can't help but feel the evidence stacking up that Cora is the Queen of Hearts. There may yet be a story of how Jefferson got the Hat to work in Wonderland that allowed passage for Cora and Jefferson to return to the Enchanted Forest, and Cora's magic was able to shield Aurora's kingdom from Regina's Dark Curse.
Addison is just an OBGYN, she's also a neonatal surgeon; one of the country's best. Sure a peds surgeon is capable of operating on a newborn, but Addison is specifically trained to operate on babies - she is, as she says, world-class.
You can get decent OBGYNs, but Addie is on a level on her own. She's an OBGYN/perinatologist/neonatal-perinatal surgeon and a medical geneticist! Even Lucy Fields had to step aside when they called in Addie to save Sophia.
The reason Tim was let go was because of budgetary seasons. He's been on since season 1, which means his per episode salary increased per season, and especially after the 100 episodes. Out of the story, Tim's character was the easiest to lift out. Financially, if Long's character does end up replacing Tim's as the new critical care/emergency physician, it's sound because Long is a fresh face and is paid a lot less than a veteran like Daly. Plus, IMO, Pete was getting too big for britches.
Steve Mostow is only one we've seen from Lexie's class. The last time we saw him was on Season 8's Valentine's Day episode operating with Cristina, Hunt, and Altman.
