@Aycliffe You are exactly right. Gibbs' Rule 12 is his and his alone. In an interview on the Season 1 DVD, DPB talks about how he was surprised to find so many agents either married or involved in some sort of committed relationship with one another. He said he was fascinated by it and hoped to tackle that issue in some fashion at some point in the show. The beginnings of the developing relationship between Tony and Ziva started under DPB and has continued to develop and flourish ever since.

Frankly, EJ was right to get in Gibbs's face about throwing "Rule 12" in Tony's face concerning their relationship. Had she told Gibbs that they would discuss his rule with Vance after they solved the P2PK case I would have raised a glass in salute to her.

ALL federal agencies and companys even though they do not like it when they coworkers become married to each other they can and have ask them to leave it happen on a lot of copy show I use to watch like without a trace and NYBlue.

In fact if Tony and Ziva do hook up if what I read is right one of them would have to leave gibbs team because your leader of your team does have the right to make Rules for his team

If Tony and Ziva wanted to be together they would just ignore rule 12 and just go for it. rule 12 is one of Gibbs rule could Vance sanction such a rule, now please correct me if I get this wrong, but my understanding is such a rule does not exist in the NCIS handbook of rules and regulations, if either Ziva or Tony decide take Gibbs to court over rule 12 a good lawyer would win then rule 12 would not exist any more

@ Michael, I've looked for the article just as you've described it and I can't find it anywhere......if you'll provide a link that would be great. That way, we can verify what you are saying is the truth, otherwise you're just creating false info.

SAM, you're right.....the ratings have increased & held steady the last few years. Being TV's highest rated scripted drama is a sweet spot to be in at the moment.

NCIS' ratings haven't been falling the past few years. Season 9's ratings were a few tenths of a percentage point higher than those of Season 8's. Both seasons saw viewership between 19 and 20 million. Sweet spot to be in.

@Michael- I didn't want your interpretation. I wanted to see the actual website so I could read what the author of the article said and where they got their information from. I'm assuming that what you said isn't true since you can't present the information you claim to have seen.

So Monday Night War is also consider the number one rated show on TV but their rating have been falling for the last 3 years

Actually, the ratings for "Cold Case" began to sag the year or so before it went off the air.

Outside of demographics, ratings are pretty much the chief way they keep track of viewership. And if ratings didn't matter, they wouldn't advertise NCIS as "TV's highest rated scripted drama."

basic it said they can't hook tony and Ziva up because of rule number 12 but if one of them quits then that take away rule number 12
